The HOA Board and PAMCO Management Company have the ability to issue warning letters, impose fines, work with an attorney to place liens on properties, and to foreclose on properties as a last resort.
These processes take time to research, vote on, and bring to resolution. If you have an immediate safety concern, you must contact the appropriate City of Pflugerville department to get a quick resolution. Several helpful departments include Police, Fire, and Code Enforcement. If you are not sure which department can help you, contact the Citizens Communication Line at 512-251-4004.
Q: How do I report a non-working streetlight?
Street light outages should be reported directly to Oncor Electric.
http://www.oncor.com/community/streetlights/default.aspx
Q: My curb numbers are not looking so good. What can I do about this? Who is responsible?
Springbrook HOA contracts a service to paint and maintain our curb numbers.
Warranty service is scheduled to begin on all curb numbers in need of service starting in November 2012.
You may contact the board to request a re-fresh as needed after November.
Q: I've noticed too many cars speeding through my neighborhood. Can my HOA solve this?
The HOA does not have much power to investigate or enforce traffic laws. This is a job for Pflugerville PD.
Please contact the Police Department for non-emergency issues, after hours water, wastewater and safety concerns, by calling the Citizen's Communication Line: 512-251-4004.
If you would like to see Radar Enforcement in the neighborhood, you may chose to contact Chief of Police Chuck Hooker and let him know your concerns. chooker@pflugervilletx.gov.
Q: There are vehicles parked in the street that pose a safety issue. Who do I contact?
Update 10/3/12 - When the CC&R's were drafted and submitted 10 plus years ago, a restriction covering on-street parking was included. However, Springbrook HOA does not actually have jurisdiction to enforce this restriction. We need a super majority of homeowners to vote in order to remove this restriction from the CC&R's, and have been unable to obtain the needed votes. The on-street parking restriction is not enforceable by Springbrook HOA. If you have a safety concern, please contact the City of Pflugerville Code Enforcement Department to resolve the issue.
Q: Who is responsible for street conditions (traffic, signs, etc)?
The Streets Division performs street maintenance and repairs including: potholes, crack sealing, curbs and gutters, sunken roadway areas and other problems which may be hazardous to pedestrians or vehicles. Request for street repairs should be reported to the Streets Division (512) 251-9935, Monday through Friday. For emergency situations, call the Pflugerville Police Department Dispatcher at (512) 251-4004. A request for service may be left for non-emergency situations and it will be scheduled for repair as soon as possible. Persons reporting requests for services should provide City staff with the name, address, telephone number, location of the requested repair, and as much detailed information as possible concerning the problem.
The City maintains inlets, pipes, concrete channels, natural channels and headwalls that discharge into creeks. The City maintains drainage easements to ensure they are clear of any obstacles restricting the flow of water. Residents are urged not to use the drainage systems for disposal of leaves, grass clippings or any other debris as that will impede the flow of water into the underground system and could cause flooding and make the maintenance of the area more difficult. Dumping of debris, trash or other items will be referred to the code enforcement officer. Littering is punishable by a fine.
In the event of flooding due to a blockage of the storm drain system, residents are encouraged to contact the Streets Division from 7:30 AM to 4:00 PM at (512) 251-9935 Monday through Friday. In the event of a flooding emergency at any other time, call the Pflugerville Police Department at (512) 251-4004.
The Streets Division is responsible for maintaining all of the traffic/street signs throughout the City except on Pecan Street (FM1825) and FM 685. After 4:00 p.m. weekdays and on weekends and holidays all emergency situations should be reported to the Pflugerville Police Department at 512-251-4004.
NOTE: Regulatory signs such as "STOP" or speed limits and others require an engineering warrant study and/or ordinance. State law will not allow the use of stop signs to control speed.
